I did kinda similar to what you're doing this year. I planted oats first part of April. Cut and hayed the oats first week in June then no tilled beans in right behind them. Beans look great now. So I think it would work fine for Sudan grass behind the oats just like I did for beans. Granted you're a lot farther north but should work fine granted you get the moisture.
