Some states have Fence In laws, some states have Fence Out laws. Maybe Iowa is a Fence Out law, which seems crazy to me, but my opinion makes no difference. The way I read this from the Illinois site (OP is from Illinois), they are a Fence In state, which means the livestock owner is responsible for keeping them in.
