He most likely has a monthly demand charge on top of kilowat charge.
I use water for cattle from a neighbor for a small pasture. He water his cows to. He ask me $150 a year.
I have a neighbor uses water out of my pipeline for a bigger pasture. I ask him $200 a year. Demand charge is $35 a month, year around. My cost is around $600 per year.
Cost to pump water?
