Reminds me of a Carnival Carny saying winner every time.  PRF has merits if it would be used properly.  I watched Missouri get 8 inches of rain on Aug 31, 2012 when a hurricane came right up the Mississippi River.  It canceled the Aug payment 2012 and gave us the best fall pasture you could ask for.  That is science.  Economic side, is if you would not have gotten that rain.  Gambling and Luck again.  One day latter and could have double dipped.....PRF is just like video poker but with rain fall. That 8 inch rain made me far more money than the PRF payment.  I am still evaluating the use of PRF, having to ignore carny talk and think science. I have a PRF policy for years, looks like 2018 drought might make my science be a winner and replace dollars when I need them. I would cancel the policy if all it was a form of gambling better ways to accomplish that.
