I'm no tree expert, but what I've seen is if a branch doesn't leaf out, there's a 99.9% chance it never will again. I'd cut it off just above the leafed out portion to prevent disease potential.
I'm no home improvement expert either, but that 1st step out the door looks like a doozy *****
