Can you see through the culvert? Is their hole in the other side or you think they are living in culvert. I have two groundhog tricks. You need to find the hole though. Soak a roll of toilet paper in gas, stuff it down his hole and cover with dirt. Fumes get them more than half the time. If they dig out, conibear 220. Conibear gets them every time.
