It may be a valid account, but a fraudulent check.

All someone needs to produce a check is an routing number and an account number. Printed using proper check paper and ink.

Calling the bank to verify the funds, may show that the funds are there. But when presented at that bank for payment, the out of sequence check number will likely cause the bank to verify the check with the account holder.

A business here had been selling parts internationally, and their routing and account numbers had been provided to someone outside the U.S. -- so funds could be transmitted as a payment. Subsequently, checks were printed up, and were used to buy things elsewhere. When the checks hit the bank, the check numbers were off, so the bank called the business, and the checks were determined to be fraudulent.

The bank did not pay the checks. However those who were originally paid with those checks, are the ones who were ultimately charged back for the bad checks.
