Here in New York you can not deposit crop waste on others property. First pass with combine the chopper needs to be turned off. I learned that from a very nice NYS Ag&Markets investigator. He was a farmer also and he taught me a lot about how to handle neighbor complaints.
You may want to check your States law before spouting off the DNR again
