The cost of refining and the taxes per gallon the government gets probably do not change much..
Kind of like when the price of wheat is half of what it was, the price of a loaf of bread doesn't drop to half.
I'm not defending gas prices, just saying the cost of the raw materal is not the entire cost structure for refined gasoline.
