I am pretty sure there are not any European banks that back the crop insurance industry. The government backs the crop insurance companies so they don't need to reinsure federal crop. If they did any reinsuring it would be for weather to protect from hail and wind and that wouldn't affect the CBOT.
Actually the majority of the crop insurance is reinsured by european reinsuranse companies. Heck those european companies own the largest company rain and hail. Only thing the goverment reinsures is the high risk ground. Conpanies make more money on the low loss business reinsuring thru private companies
