that thought has crossed my mind a few times over the years, especially when farmers are under sold, but we never ran out of grain, here's a theory, last years crop was larger then stated so they will hold up this years yield so they won't have to show they were wrong, check out the dp post above. you think they could have adjusted the ratings to match though.
