Geography is helpful. If you want less people, go North and away from major hubs. There are exceptions such as WI Dells, Hayward that are crowded. But generally anything beyond 2hours drive from major metro areas will be quieter. Cleanest lakes are farther North.
Someone's list already hit on the good spots so I won't repeat those.
Lots to do here. What are your interests? Cabin by the lake, fishing, water sports only? Or - do you want to explore areas, features?
My kids and family enjoy the state parks.
