When welding sheet metal you want to tack weld in dozens and dozens of places. Then work in half a dozen or so spots and slowly fill in the seam, weld a short bead, move, weld, move... Don't get any heat built up in one spot or it will expand the sheet steel and warp.
Can you take it somewhere and have it sandblasted? That's going to be a huge amount of work to hand prep for paint.
