So we have a mandate forcing refiners to blend ethanol
Should we have a mandate for farmers to be forced to use a certain amount of manure as fertilizer and if there's not enough Manure you can buy credits?

I think the mandate is what the refiners don't like not the ethanol. Think about being forced to use a certain amount of something in your operation no matter the price or availability. Yes there is plenty of supply but when corn is short.....? Ethanol takes from other end users because refiners forced to blend? So should there be a price cap with the mandate? Or should the mandate be thrown out and let the market dictate the outcome?
