3 reasons I can think of why all of the tech and equipment are coming from Europe.
The average size herd in EU15 (original European Community countries) is and has been around around 55 cows. Perfect number for robotic milking.
The EU has had a much higher base price for milk and was heavily subsidized for decades. More money to develop and spend on robotic tech.
Labor cost were and are much higher in the EU. They didn't have access to illegal immigrants that would work for peanuts.
