Just a quick thought to answer your tongue in cheek question.... rural america.

How many small towns that have lost their industries... are successful?

How many small towns 'service based' jobs are really just bar tending?

Of those small town businesses left how many like being the shrinking tax base for a town increasingly filled by low wage jobs?

To me the only difference between a country running a trade deficit and a dying small town is scale. Give it enough time and I feel that a run down town can be scaled up to a national level.
