As said above IFTA has nothing to do with registration. It is how the taxes you pay on fuel are distributed among the states you drive in. If you never leave your state you don't even need IFTA. If you do leave your state you either need IFTA or trip permits and they don't care if you bought the truck today and are driving it home there is no exemption or grace period.
