Open the bottom cover and have a look when its making noise....have someone turn the wheel.
That said, what you describe is classic loose splines on the pump and / or hydraulic pump just about worn out enough to take a dump on you or break a piston. You side console tractor probably is a 69 or newer and has a hydraulically actuated pto shaft clutch in the bell -housing and when you engage it , it uses hydraulics and oil flow pressure to hold it in the engaged position just like your steering uses hydraulics, there fore when you put pto in gear the front pump chatters. When you push the clutch you stop the charge pump in the transmission from pumping oil to the front pump and it makes the front pump work on its own suction for w while, therefore changing the sound.
Been there..... new pump soon came and got installed .........out of necessity when the old one self destructed.

Just hope its the splines or "BETTER YET"...... drive bushings in the pump coupler drive connector that are made of plastic or nylon and have been replaced many times on our old tractors. If the are worn out it will chatter like HECK too, but are an EASY FIX!
Bushings are easy to fix for the most part if they aren't too far gone., ruined splines..... not so much......
