We started cutting out the floors in the tool boxes, and replaced them with hard wire mesh in the bottom of tool boxes.
Got the tip from a mechanic.
I thought the moisture from below would rust the tools.
No rust, and the dirt shakes out.........tools are clean and stay dry.
Obviously, you cannot dump a box of screws in there and expect them to not go thru the mesh!
