We had a box planter like that and I oved it even when full with box extensions. But I moved it slowly and on a smooth road. If you will be going on rough roads I would keep it on the empty side just to be safe. If you have to move it on the full side, then take your time and use some common sense and you will be fine. Take off with it full and fly down a rough road and you may eventually have a problem.
