First off if your rotary hoe cuts it in theory it also now has green showing so photosynthesis can begin and it isn't relying on the seed for energy and it could take off.
Second it would depend on what root development has happened, and what resources are available for the plant to build structure.
And it would depend what energy is left in the seedling.
So yea it could and it couldn't, basically a waiting game in my opinion. | |
