If the ground worked up lumpy and has a lot of big dirt clods (baseball size), then you will be better off rolling first before the PRE chemical. If not, should make little difference. When there are big clods, what happens is the chemical covers the outside, then it rains and melts the clods leaving untreated soil with weed seeds to germinate.
