Safflower and alfalfa have a good root system and can survive areas where there is zero rain after germination. Both of those plants have the ability to actually produce a crop with zero rain providing you get the stand established. The aftermath of those crops in those conditions is another thing.

However the best tap roots that I have seen in some nasty soil conditions and environment would go to eucalyptus trees. They will break through layers of soil like blue clay and will send that tap root 50-60 feet.
