| As Gordon suggested, I would definitely not recommend spraying (with spray nozzles) ANY 28/30/32% over growing wheat, especially when its actively growing as you outlined. It will likely burn the leaves and lower the yields proportionally to the amount of leaf burn, even at 4-5 gallons of N, diluted in water.
Below is an example of a grower that diluted 3 gallons of 28% N with 10 gallons of water and sprayed it on with the flag leaf fungicide (definitely not recommended).
