Here is another take on 2016 US corn and soybean production:

USDA historical production data shows that production trend projected 2016 corn production is 13.932 billion bushels. That's scenario midway between scenarios B and C in your table. Attached chart shows corn and soybean production anomaly histograms for USDA US production from 1996 through 2015. It also shows the trend projected 2016 production ranges for 3 levels of statistical confidence (68%,95%, and 99%).

NOAA June through July climate temperature anomaly in the corn belt explains about 80 % of the US corn production anomaly during that 20 year period.
