Phil,
That is an excellent photo with good illustration and it brings up a couple of points that may hamper even germination, reasons that could easily be blamed on something else.
I never get on here and make statements that are negative towards someone elses habits, equipment or what have you. So you can take this the correct way and everyone will be happy.
Picture illustrates to me; - this drill has seen many acres
+ drill appears to be greased on a regular basis
- 800 # of ballast on the back ???????
- There appears to be side to side movement in the cast iron closing wheels
- could there be substantial wear in the main arm itself ??
- the cast iron closing wheels are shot
+ closing wheels have proper pressure on them.....looks good
- the way the dirt is smearing, appears to be a lot of/too much D. pressure
- the gauge wheels could be shallower with less pressure

Once again, I am not knocking, just noticing from past experiences and sharing.
You are almost talking Tim out of trying all tilling w/a 750. I have a 10' 750 and only plant no till for myself, I have planted worked soil for neighbors, I was very pessimistic until the first stand came up. I was very impressed, way beyond my expectations. I now feel that with a 750 set up properly for ones situation that you have far superior control over seed placement, compared to other types of drills.
Little statement on planting speed. I probably never exceed 4 1/2 mph. 7 1/2, 8 mph??????? What kind of stand can these folks be getting?????? Enough said, Thanks for listening.................
