| Figure on tires, and a rebuild of the injection pump. The check valve at the hydraulic charge pump probably leaks killing hydraulics all over when the clutch pedal is pushed. I have a web page on that topic http://www.geraldj.networkiowa.com/4020si.htm That is if the clutch plates aren't rusted to the flywheel and pressure plates. The lift pump is probably putting as much fuel into the crankcase as to the injection pump. I haven't followed the early 4020 market for a while since I bought my gas 4020 about 17 years ago in running condition other than needing plugs and plug wires, gas for $5250, then diesels tended to be about $9000 ready for farming. I figured the difference would buy me fuel for 14 years.
You will want the JD manual SM2039 that covers 4010 and early 4020, its a million times better than the I&T manual that covers 8 or 10 tractor models in 40 pages total.
