""28 sprocket at the row unit""
Assume you are talking about Kinze vac planters. 28 tooth driven sprocket on meter.

""41 chain""
Correct, planter drive chain is 41

""i just use a 40 sprocket right?""
Wrong, pitch is right, width is wrong. Wouldn't Work!!

However #41 Weld Sprocket can be purchased.
I know of one supplier, probably more.

Baum Hydraulics, Omaha NE

Put the new sprocket on the drill shaft.
Hub centers for 7/8" hex
#41 sprocket from 16 to 72 teeth

Baum Hydraulics website

https://www.baumhydraulics.com/home.php?xid=470d02d955a330fdf7cb92be...

But I could not find the #41 Weld Sprocket or the Hex Bore Weld Hub. Will have to call them. In printed catalog.
