If its leaking that much I doubt any magic juice will help it. I would check if the wheel bearings are loose to make sure you don't have bigger problems.
I have been into several older Case loader (621/W-24C) planetaries with external brakes they were not that hard to work on, I have not needed to do one with internal brakes yet.
