Ontario | You can start with the inner rear tires, fill to 80%. If that isn't enough add to front inner duals. Not advisable to fill outer duals.
Wheel weights are option 2, a better option. Wheel weights are less drivetrain stress and will provide greater fuel/work efficiency compared to equal water weight.
Edit: you asked how much, fill to 80% to avoid sloshing and minimize corrosion.
