If the speed is slower in both low and high motor speed ranges, I would check the cable and stop plate adjustment at the hydro pump. I have no experience with a 2388,but if it is similar to a 1480,there is an adjustible stop plate where the control cable hooks to the hydro pump. This stop plate prevents over stroking damage to the pump control valve and sets maximum speed limits in forward and reverse. When I replaced the weaker Sunstrand hydro pump/motor on my 1480 with Eaton units,the first road test found about a 30% speed loss compared to the Sunstrand units. My first thought was oh spit,this aint gonna work,but a quick check of that stop plate on the new pump found it way out of adjustment. after adjustment,the speeds were back to normal. :)
