Subject: Neutralizing value vs ecce lime

Ok so I'm pretty sure ECCE is an Iowa thing but I was looking at a lime sample we sent in to Midwest labs and the neutralizing value says 70% and ECCE says 44%. Soil tests give a recommended lime rate based off a 90% ECCE but does the neutralizing value mean anything? Would that possibly mean you get that neutralizing value over time and ECCE is just for effectiveness that year?
