I have dealt with that question before I went notill.
It seems like those weeds were easier to kill with tillage when they are small (1"-4" height just like herbicides). That means a tillage trip of some sort every 2- 4 weeks if you are getting regular rain. All of that tillage buries your residue and your soil blows or washes away or crusts over. You could use a v blade without harrows or pickers and save your residue but it won't kill any weeds. This area needs something to slow down wind and water erosion. A combination of tillage and spray might work better than tillage alone.

Yes, fuel is cheap but what do you value your tractor seat time at and your tractor hours? If you have nothing to do anyway, it might make since.
