Tara well bores started coming up for sale in fall14 on a fairly regular basis. I've said no to quite a few but I think I may be able to do some cleaning up this spring. Been lot of equity burnt by the little guys(mineral owners, small mineral buyers, groups of people ect). just as some mega money was made by the boys who survived the 80s in both ag and oil this one will be no different.
They can refrack but that is not all that common yet as they just punch new holes as the well bore design is superior to what they were doing 2-4,5 years ago. Most of the refracks thus far have been on those original wells from back when things were still pretty unknown.

What is know on today is by drilling new hole offset from old hole the new hole and subsequent frack produces a "halo" effect. Production around the new well benifits by offset new hole stimulation.
