Looks to me like a little supply management experiment. Keeping the prices up by restricting supply will work for a while with there oligopoly. Problem is they get paid by the tonne and without the tonnes they don't make any money. Without any money, their shareholders punish them. New management dusts off the shovels and hard hats and Hi Hoe, Hi Hoe it's back to work we go.....
