That would have to be on a case-by-case basis, some items like large used combines and planters were already softening then and were good deals if you were buying the machine because you actually needed it.  Now, if you bought a new tractor to avoid sending 30% to the IRS and said tractor has depreciated by 40%, then yeah you probably could have made a wiser move.
