Clark SD | If this is grass hay, there is a posiability you will have to contend with grubs, wireworms ect, so use what ever that takes care of them.
On a side note, the no-tiller in me suggests that before you use tillage dig a soil pit to see what the soil stucture looks like. if there is alot of worm channels going from the surface to deep in the soil profile and have good aggregation, i would think twice before doing any tillage.
