southern MN | Did your cleaning out result in your security settings - in Windows or on your router - getting set oy a more strict setting not allowing questionable sites to come in? I'm not sure that would cause a 403 error, but it would fit your cleaning attempt. Need to lower the security settings or except web sites you use.
It does fit someone spamming Craigslist, they will block ip addresses, or entire services that are shooting many attacks on them. Can you see if others using your local provider are also blocked?
