I don't know if ammonia will work better than a commercial tank cleaner. I also thought that household ammonia worked pretty well with 2,4-D and dicamba type products.  But commercial tank cleaners should do well also.

I really think that using either one and letting it set overnight in the lines should help.  Try it, and let us know how it works out, if that cleans up the problem.
