I have family in the concrete business. A wet spring may delay some work but it doesn't cancel it out. We have a window to plant a crop, once that window closes another isn't available until the next year. Concrete can and is poured every month of the year.

You also make it sound like insurance is a gift, last I remember I get a bill every fall for my crop insurance. You are full of it.
