| I agree with everything you wrote.
IMHO the 4Rs are a useful concept but the focus is fine-tuning fertilizer management and the research is pretty clear that water quality goals can not be achieved solely by fine-tuning fertilizer management for tile drained corn and soybean systems.
Achieving water quality goals will require a landscape approach that identifies pathways of greatest nutrient loss and targets these pathways with in-field (e.g., cover crops, perennials, more diverse rotations) and edge of field (e.g., bioreactors, buffers, 2 stage ditches...) practices.
