You are on the right track with the baling and spraying the regrowth. I have much better luck with corn than beans no-tilled into CRP. Spiked or cast closing wheels are a must. Go conventional or RR only corn and save some money on seed. Get a soil test and get the lime on early if it needs it. CRP ground is typically very low in P & K also.
