I had a Jersey heifer a few years ago that was one of those that just never did well after weaning. I skipped dehorning her, and by the time she was doing well, fly season was upon me and I didn't want to cut the horns off. I let her go until later on and I put the small rubber castration bands over the horns. It takes some doing to get them to stay put around the base of the horn, just beneath the "horn", there about the hairline. If you can get the band down there and hold for a few minutes they will stay. At any rate, the horns fell off about 5 weeks later, the heifer never seemed to show any sign of discomfort. I have done a few since then, and it has worked well. I would think you would need to use newer bands as they seem to get sort of dry rotted before I ever use the whole bag. Also would probably want to use some tetanus protection.
