There is an engineering company in the Minneapolis area that has been working on this weapon for years.
It is to replace "carpet" style bombing.
I doubt it is for moving targets.
Logically, it would save countless sorties and billions of dollars in weaponry to achieve the same results.
Rather than fuel the jets, load the tube and pull the trigger.
