That is how Hagie controlled solution pump and mechanical agitators (which were hydraulic motors). Pump to flow valve, then one line to motor and other to tank. Other line of motor to tank. No directional valve. The pump and agitators stopped when all flow was to excess flow port. One of those flow valves that the handle turned 90 degrees from open to close. Yours is probably the same only electric.

Yours probably stops where it was last set when power is off. That will take some experimenting.
