Missouri		The seed monitor subsystem and the rate control subsystem operate independently of one another. A malfunction in the seed monitor system will not affect the rate control system.

It is possible to have a malfunction in the rate control system that causes it to go to max speed, or to stay at zero, but neither of these come without warning. Rate at zero is obvious, and rate at maximum will come with a corresponding, "Drive 1(2, or 3) not responding" error.
