If Vickers literature says 1800, I would believe them.
Anytime the flow divider is not at one extreme or the other, the flow can divide and your indicator load will slow down. The divider also has to be somewhat of a restriction to flow, so without it should be a little better.
All sounds about right.
I would investigate the pump spec more closely. Your solution may be as simple as a different pump suitable for your RPM.
