I think fantasy is right. My '96 never had any turbo whistle at all. Even when it was wound up and pulling hard you could barely hear it. It was that way since it had 45,000 miles on it. Was still that way when i parked it in the weeds with 300000 on it. Ran good and got good mileage, but it does not get boost like a 6.0 or the newer diesels. I think its probably fine.
