Are you sure turbo isn't spinning? That thing would be an absolute dog if it's not turning. Those engines had a warm up valve in the turbo outlet that would close intermittently to help aid in warm up. When they would close they would make a big whooshing sound then open back up and the noise went away. Almost felt like an exhaust brake(basically what they were) when they would come on. Just my 2 cents.
