Subject: Keeping posts in ground

I have a section of fence where it is very wet and the frost keeps pushing the wooden posts up some are 18 inches up.how can i keep them down? I was thinking Of pulling them out drilling a new hole then putting 2 galvinized lag screws on each side on the bottom sticking about 2 inches out.Then when but back in put a bag of cement in the bottom . This should get a ball on the bottom and it should not be able to push up thru the ground.Think this would work? Or any other ideas.
